	Name		: VCS_is_salt

	Synopsis	: dt_Boolean VCS_is_salt ( smi )
			  char *smi

	Arguments	: smi	SMILES string

	Description	: Checks whether an input SMILES exists in a
			  database of salts, first as the $ISM and 
			  secondly as the $WSM. The $WSM is the wrong
			  SMILES used to represent a known salt. e.g

			  $SMI
			  TS<199905181159.30>
			  $GRF
			  $ISM
			  $WSM
			  $WSM
			  $WSM
			  $WSM
			  $WSM
			  |

			  The database is identified by the environment 
			  variable $VCS_SALTSDB.

			  Returns TRUE if it is found, or FALSE if not.
