The characteristics of a traditional "reviewed scientific journal" are:
- Centralized distribution produced by a commercial publisher
- Authors must identify themselves by name and institution
- Anyone can submit articles
- Editorial board can accept or reject material for any reason
- Paper is reviewed by peers selected by editorial board
- Review process effectively censors novel work,
resulting in content which is primarily "mainstream"
- Turnaround time is inherently slow (months to years)
